When deciding to certify, look for neutral third party certification, a certification process that includes validation of data (not just simply a review of the data self-reported by the agent or center), industry experts who have developed the criteria, explicit objectives for the certification, re-certification requirements, good credentials of certifying body for knowing how to develop valid assessments, quality criteria, etc.
